Monitor.exe DLL Relocation Error

Hi guys,
I have a user, after he installed Windows Update, he gets an error message.
Need help to find a patch for this error message.

Monitor.exe
"The system DLL user32.dll was relocated in memory. The application will not
run properly. The relocation occured because the DLL
C:\Windows\system32\shell32.dll occupied an address range reserved for Window
system DLLs. THe vendor supplying the DLL should be contacted for a new DLL"

MS got a couple of their updates out of sequence. I think this is the one
that repairs that:

Hi,
Tried this...doesn't work... only works for those who installed Realtek
Audio Panel

That's happening after the installation of the very important update
KB925902 (MS07-017)? If true, urge the user to uninstall any installed
theme or "Transformation Pack" he has installed from third-party "vendors"
to change the look and feel of Windows XP. He may want to contact the
"vendor" of those "tools" and ask for a compatible, new version of those
in case he relies on them.
