Shell Hardware Detectin process stops AUTORUN feature

Whenever I place a CD in the drive the autorun feature does not work. I
have been able to isolate the problem to a process -Shell Hardware
Detection. When I stop this process autorun works. How do I fix this? I
tried to do an XP repair but my computer doesn't boot into the repair option
when I bootup using the WIN XP installation CD.

Here's a link to information about Shell Hardware Detection:

Because this is related to RPC and the process name is svchost.exe, I'd
scan with a current antivirus using updated definitions. Scan in Safe
Mode. Make sure your operating system is completely patched from
Windows Update (don't install driver updates), and you are running a
firewall.
