There are four users on my machine, me, wife, children

How do I as administrator control what users may use specific programs ie accounting programs

You don't. On all Windows systems that do not run in a client-server
network all users have access to all applications and restrictions
apply to all user profiles (where admins can change the restrictions,
but they also have to change them any time they want to do something
that is restricted).
Workaround: hide the shortcuts to the applications. Arrange them in
the DESKTOP / START MENU folders for the single user profiles under
C:\DOCUMENTS AND SETTINGS instead of in the ALL USERS folder (which
keeps settings for all profiles, as the name says).
In addition you could try to protect the data. Accounting applications
should provide a password for your accounts. (If no, you probably are
using the wrong software in general here.) You could also encrypt the
files to make it impossible to start the program without permission.
