Sharing Contacts

Our company is on an exchange server and we would like to
have 1 master contact list for all users to be able to
view and utilize to send email messages. I can share my
contacts with all users and they are able to view them.
However, they are unable to use these contacts to send
email messages. Is there a way to do this?
 
The best solution would be to create a new contacts folder in the PUblic Folders\All Public Folders hierarchy for this purpose.
 
This company would prefer not to create Public Folders as
it is the federal gov't and is servicing several states.
They are afaid it will become a public folder nightmare.
Any other ideas?

federal gov't, 50 states working off the same exchange
server, I think they are afraid of getting 1000 public
folders.
 
I'm sure there are plenty of places with lots more than 1000.

The next simplest solution is to create them in the GAL, but that means central administration of the list.
