SharePoint Designer & Expression Web

I have a non-profit organization that gets a discount on software through the
MS e-Open program. Unfortunately, e-Open does not offer Expression Web but
they do offer SharePoint Designer. My question is, can I replace FrontPage
2003 with SharePoint Designer (or should I) if I am not using the SharePoint
technology or server? Does SharePoint Designer do everything Expression Web
does plus allow collaboration? I don't want to buy Designer if I can't use it
because I am not using SharePoint server.

You can use SPD to do the same things that you might do with EW.
What is it that makes you want to upgrade from FrontPage 2003? Are there
new facilities or capabilities that interest you?
