Shared folders default to "read only"

I'm having a problem with my Windows XP defaulting folders to Read Only. If I click on a folders properties, the Read Only box is filled in - not checked. If I click the box to make it writeable, then close the properties window and re-open it, the read only box is filled in again. It's a very weird problem that I need fixed so I can properly synchronize my home computer with my laptop. Anyone have any ideas?

Ignore the folder 'attribute' - it isn't relevant. The main issue is, what
are the NTFS permissions on it set to?
 
What does NTFS stand for? I have allowed the folder to be shared and allowed other users to change the files. The only thing that I can tell is that the "read only" box keeps filling itself in no matter how many times I try to take it off.

NT File System (as opposed to FAT/FAT32). Has security built-in - see the
security tab on your folder?

The readonly mark on the folder is not relevant.
