Shared file locking

Excel 2000 - I have shared worksheet, accessed by four users. Workshee
will lock for certain users when opening the file(while opening fil
blue bar is displaying). This happens after accessing file few times
Once locked, they can't get any future access. Rebooting server an
workstations doesn't help. All workstations are XP Pro, Server is N
4.0. All use Excel 2000
