shared boarders

I have had this problem a few times, but have never seemed to get an answer
to it. I am hoping that maybe someone can lend some insight here. Here is
the scenario:

Site is created with FrontPage (2002 or 2003) and contains shared borders
and/or uses one of Microsoft's themes. Then suddenly, without provocation,
whenever you open the site live in FrontPage, it strips off all of the
themes and/or shared borders. All you are left with is text. Case in
point... http://66.159.237.45 . This is the site prior to me opening it in
FrontPage. and this is that same page, after opening it with FrontPage
http://66.159.237.45/index_after_frontpage.html . Now mind you, I have not
even attempted to open the index file to edit it. I simply opened the site.
I also found that this same behavior happens whenever you access it as a
network place as well. Let me correct myself.,.. its only after it asks you
to log in, that it strips the themes. Right now the good home page is about
18k - after I touch it with FrontPage... 10k. So it appears that logging
into the site strips the themes? Anyone have any ideas or opinions? This
isn't the first site that I have seen this with. I work for a web hosting
company and every few months we have a customer spring up with this same
exact problem.

Originally, they were different, where the first URL had the theme and shared borders and the second
URL didn't.

Both of those pages are identical.
 
Both links have
<meta name="Microsoft Theme" content="none, default">
<meta name="Microsoft Border" content="none, default">

That means no themes or shared borders are applied
Open the pages and make sure you reapply both

PS
check w/ your host that they have enabled your account w/ you as administrator role
- themes and shared borders may be disabled on the server under available rights
- or you may be set up as less than administrator or advanced author as a role
