Share Folder between 2 xp pro machines

I have a small home network set up with 4 pc's. One PC I can not see nor share any folders. I have the folders shared with proper rights, Same Workgroup. I can not ping the IP..

What could be wrong please help

if you cannot ping other computer your hardware is most likely not connected
or working. It could also be TCP/IP setup on the non-working computer.

if you have a DHCP server (your Internet router) (the IP on working
computers will be something other than 169.xxx.xxx.xxx) the first thing to
check is your IP on the non-working computer. If it did not get a valid IP
your problem is most likely hardware/wiring.
