shaky and wavery windows while dragging

I reinstalled Win XP on Compaq Presario 2100. When I drag the windows, they
are shaky and wavery. I played with Display settings in Contral Pannel, it
didn't improve. Does it have to do with slow graphics? I did not have that
before I reinstall WIN XP. I reinstalled it again, the problem remains.
What can I do to eliminate the problem Thanks. JH

So you reinstalled the Operating System...

This suggests that you did not YET install the new video card drivers. So
you have to find the CD that came with the video card, or go to their
website. I bet someone makes a detector program?? to help id your video
card if you dont know.

Install those video card drivers and everything will work perfectly. most
likely.

Have you installed the video drivers for your display? How about the chipset
drivers? You might need CPU drivers as well.
