Shader Model for DirectX Required for Vista?

Will Vista's full feature set require the Shader 2.0 or Shader 3.0 from
DirectX 9.c?

Since Vista apparently only supports DirectX 10, and since no DirectX 10
hardware exists today (and probably 99% of the target market for Vista won't
have a DirectX 10 card when Vista is released), how will the DirectX 10
features be mapped to cards that only support DirectX 9.c with older Shader
2.0 (i.e., no Shader 3.0 support).

The same way DX9 operates with DX7/8 cards... only the functions the card
supports will work. No mapping involved, DX10 contains all the features of
DX9.
