Setup Wizard does not appear

When installing new sofware, after inserting the disc, the sofware wizard
does not appear.
Instead, I have to do a manual install by right cliking on the CD drive.
I recently had this puter's hardware upgraded.
Intel 830 Dual core, 3ghz.
ASUS P5WD2 Premium MOBO
2 gig DDR2 667 mghz
2 10,000 RPM hard drives (SATA)
BENQ CDRW 5232X etc.
Running XP home: recently installed 2P2, but Setup Wizard did not work
before SP2 install.
Any suggestions?
Thanks, VB

Thanks BOB!
Now, while that URL is chock full of info, I was hoping for a more succint
resolution.
I read MS's answers as to why my problem might exist, but it's too labor
intensive.
The regedit thingy is something I'd rather not search for, nor am I willing
to screw up my system if I make the wrong choice.
If I can download the software manually, I'd choose that way of doing it.

Personally I also prefer AutoPlay disabled.
