setup.msi & error 1612

I hope I am not bothering the wrong group. But I really need some help. I
am trying to install a 3rd party piece of S/W and each time I receive an that
says: setup.msi returned an error 1612

I have worked with the 3rd party vendor until their clueless.

I have searched the different discussions and implemented what I could find
on this subject including downloading and installing 'Install Clean Up' 'XML
4.0 Parcer' and 'UPH Clean-Up'. Non of these had any effect.

I would appreciate any and all help.

Based on some research I have discovered that Error 1612 means: The installation source for this product is not available.
Verify that the source exists and that you can access it.

The installation source is not available to the Windows Installer engine. The windows Installer doesn't have access to the installation files in
the path. It is likely a permissions or network issue.

Try running the program using the "Run As" with different credentials.

Some older or legacy setup packages may work better like InstallShield instad of the msi package.
