Setup Installation Error

I am attempting to add FTP to one of our WIN2K servers
without success. Here are the steps that I am taking and
the results.

Started Control Panel - Add/Remove Programs - Add/Remove
Windows Components - to begin IIS install/FTP service
install -
Received a dialog box titled "Windows 2000 setup"
Message "Setup library ntoc.dll could not be loaded, or
function NtOcSetupProc could not be found. Contact your
System Administrator. The specific error code is 0x7f."

The dll is present in c:\winnt\system32\setup folder.
The rights are okay to the folder.
Added the above path to the system environment path to no
avail.
*The server is at Service Pack 2. I attempted to apply
Service Pack 3 w/o success. At the end of the extraction
and after agreeing to the license, the SP3 install
generates a dialog box similar to the one above - see the
pasted document I placed above.
I tried to stop additional services including: WebLogic
svc, Windows Time, TListen, Tuxedo, Telephony, SNMP,
surveyor, pcAnywhere, Compaq (Cpq) web agent, Cpq Version
Control Agent, Cpq Storage Agents, Cpq Remote Monitor
Service, Cpq System Shutdown Service, Cpq Foundation
Agents and the Arcserve Open File Agent all to no avail.

Any help would be appreciated.
