setup.ini missing or invalid

I'm instaling the iPaq software. It asks to upgrade Outlook to 2002 (I have microsoft 2000 with office). When I try to install outlook 2002 (which comes with the ipaq software), it tells me that the setup.ini file is missing or invalid. Also when I download de exe file I'm not sure where I should put it , may be that is the problem
What do I do
I already updated BIOS, have all downloads updated. Still

Posting your question in a newsgroup that deals with MS Office is likely
to get you a resolution to the problem. This NG is for the Windows 2000
Operating system.
