Settings file error

I loaded the XP professional upgrade to the Home Edition.
Then I loaded Visual Studio.NET. I receive the error
"Settings File C:\Documents and
Settings\Default\Desktop\FILES\SETUP\setup.INI is missing
or invalid."
So where/how do I obtain a copy of this file? Thank you.

Strange place for an install process to look for an ini file.
You are installing VS.Net from the CD?
