setup doesn't run

I'm trying to install a new 120G Western Digital EIDE HD in my computer
that was successfully using a WD 40G HD. I used the WD utility to
partition and format the HD and booted the XP PRO setup disk. It goes
thru loading the files and gets to the screen that says Windows Setup at
the top and Setup is starting Windows at the bottom. That's where it
stops. I waited for 5 minutes or so and nothing happened. I also tried
partioning and formating with Fat32 and NTFS but neither one works. Why
is it stopping and how do I fix this?

new drive as master and the old as slave. Had to use both drives instead of only the new.
I guess all info does not trasfer or it would work, but thats microsoft for you.

Bu now I've tried the install with and without the old drive as slave,
using master/slave or cable-select jumpering and the regular and
alternate jumpering with the new drive. In all cases the setup stops at
Setup is starting Windows message. This is getting really annnoying :(
