setup cannot find the End user licensing agreement

tried to install windows 2000 on older machines (pentium
II). it didn't boot up even i chose to boot from CD-ROM.
i then used floppies (created from windows2000 CD) and
after inserting 4 disks it says "setup cannot find the
End User Licensing Agreement(EULA). setup cannot
continue. to quit, press F3.
what's on the microsoft website only talks about XP of a
similar problem. i still don't get it. anybody can
offer some advice?
 
Not sure if this is retail media or MSDN but this may apply.

Other than that I would try new floppies to make sure you dont havea bad
floppy.
