setup cannot copy urlmon.dll when installing Windows XP

i'm receiving setup cannot copy urlmon.dll when trying to install win xp. sometimes it gets stuck at shell32.dll. have tried 2 different CDs. Tried another CD-ROM. i have P3 700, 192MB RAM. Any suggestions, i would be grateful!
