Setup cannot copy file during repair process.

After installing SP4 on Windows 2000 server, Windows 2000
could not start because it cannot find NTLDR and requires
me to Ctrl +del. Every attempt made to correct the
problem was returned with "Setup can not copy xxxx.xx"
(the file needed to replace the missing or the damaged
file). I tried to install a fresh copy on the same
partition, leaving the existing file system in tact and
to later edit the boot.ini so that I will not loose the
data from the previous installation. But no file can be
written to the disk. Every time a file needs to be
written, setup returns "setup can not copy x.x file".
Does anyone know a solution to this problem?

I ran into a very similar problem and found it to be permissions
related.
to solve it I removed the hard drive from the PC.
installed a fresh install of the same OS on a new/different hard
drive.
set the original bad hardrive as a slave.
once i was able to see the 2nd bad hard drive, i reset the permissions
on the bad hardrive under local disk properties to Everyone Full
Control for everything on the bad hard drive. ***remember to go into
the advanced button under the security tab and select reset
permissions on all child objects and enable propagation of inheritable
permissions.

once you have reset the permissions set the bad drive back as the
master drive and perform an inplace upgrade.

if this doesn't work then i would guess it's hardware related at this
point.
