Settings are not there?

I want to turn on real time protection but after trying to follow microsofts
how to, i can see the options for realtime protection! Under tools, General
settings there is no option visible for 'Turn on Real-Time Protection".
Judging by the looks of the number of posts, many people are having issues
with this product.

I downloaded the msi again and then repaired the install and now i can see
the real time protection settings under general settings.
