Setting up VPN connections

I found a tech article 314076 that talks about setting up VPN in windows XP.
My questions are:

1) Step 11 is "Type the host name or IP address that you want to connect
to": Does that have to be a Static IP address. I am trying to connect to a
number of different people.
How to handle:
a) If you are trying to connnect to another dial-up what do you use.
b) What if they cable modem, do you the IP address of the modem box.
c) If they have DSL, same do you use IP address of box.

2) What has to be done on the computer of the place you are trying to
connect to.

3) Will this work if you are using XP Home.

4) Can this be set up for a home to server if the server is Windows server
2000.

1) when you setup a VPN connection the destination machine must be
have a static and valid IP
2)you can use the dial-up but in this case the distenation machine must
be to configure to accept incoming connection and determine the modem
device which used to perform this task
3)in case of DSL i think you must be configure the router to open the port
that use for VPN [pptp , L2tp or IPsec ]

Thanks for the response. I also found article 300434 and 314076. But I
have printed off yours also.
