Setting up usernames/passwords

I would be grateful for any pointers on the following:

I would like to have a set of users with assigned usernames and passwords
access the FP website. I've had a look at the advise to set this up by
opening up the root web page, then Tools-Server... from an earlier post.

However in trying to do so the Server option is grayed out. What am I
missing?

your server has to allow it, and you can only access server when online live.
