setting up user accounts

Help!!

I am able to set up user accounts for my children but they are then
unable to access internett explorer or microsoft office. How do create
the accounts so these things are set up automatically
 
Please clarify what you mean by "unable to access". Are you going through
Windows Explorer? Are you clicking on an icon on the desktop? Are you going
through Start>All Programs? Are you trying to open a .doc file?

Do you get a popup window with an error message like "Access Denied"?
