Setting Up Printer

I tried to use the Add Printer wizard to recreate a printer that somehow got
deleted. When I clicked on the icon, I get a message "Operation Cannot be
Performed". Nothing else but an OK button to close the message.

What has happened and how can it be fixed? I am not a Windows expert, so
please be as simplistic as possible.

This is probably a stupid question, but can you explain how to go about
checking if the Print Spooler is stopped and/or how to go about restarting it?
