Setting up outlook express e-mail account

I am trying to set up an outlook express e-mail account. I am being told to
click on e-mail acount under "tools" however e-mail is not listed under
"tools" what should i do to send e-mail from microsoft

Ehm; "send e-mail from microsoft" ???

Anyway;
Tools-> Accounts...

Also note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
