setting up new user accounts

I just loaded XP Home edition and wanted to setup user
accounts for kids. Did this and found that they could not
log on to internet explorer with limited or administrator
rights. Yet my user (me) can access the internet throught
internet explorer.
Anybody have any suggestions as to what this problem is?

At the run box type"GPEDIT.MSC" and you will see the group policy editer. On
the left under Local Computer Policy tree down to User Configuration+Windows
Settings+Internet Explorer Maintenance+connection. In the right hand window
double click on connection settings.

He is using XP Home - it does not include or support gpedit.
