Setting up Multiple users

I have 3 users on my systems.
User A is the computer administrator (me)
User B is a limited user
User C is a another limited user

All three users are on the same physical computer.

Let say I have AOL on my system and I don't want
User B or C to even be able to run that application
on the computer. What must I do to setup the permission
and ownership of the file so only one able to run the
application.

Any suggestions.

Start\Run\Gpedit.msc\User Configuration\Administrative Templates\System\
Do not allow specified Windows Programs to Execute\Enable\Add\type program's
executable example: iexplore.exe\apply\accept......

Another way; in program's.exe file properties\security\deny access to
users\apply full privileges to administrator(check for ownership and apply
in advanced options)..

You may need to convert to NTFS file system for the Security tab to become
present.. In Tools menu\Folder Options\disable; Use simple file sharing...
