I have Windows XP, and rebuilt it the other day from the bottom-up. Now,
Outlook Express shows times for mail received that are 4 hours off (too
late). I must have missed a time zone setting someplace, and it thinks I'm
located in another zone.

Where to change? Or, look for the reason why...?

Tools -> Options -> General -> Calendar -> Time Zone

You are posting 4 hours in the future.
You either have the time wrong or using the wrong time zone.
What zone have you set?

What time does the clock in lower right say? Is that the correct time for
Pittsburgh, PA?
