Is there a way in PPT (or Office in general) to set sizes to pixels instead
of inches or centimeters? In PPT for page and placeholder size?

No, afraid not.

And in a way, that's logical; things in PPT don't have a real size until
they're displayed or printed, and PPT scales them to fit the current display or
output device.

The screen-filling image you size in pixels on your 2048x1366 humongomonitor
won't be anywhere near that size in pixels when I see it on my 800x600 laptop.

The free PPTools StarterSet has a units calculator button that shows you the
size in pixels of the currently selected shape on the current display device.
That might help.
