setting security permission for files

Is there any options available in CD or TD to set the Security Access
Permission for a file during FBA other than writing code or setting
file permission as offline???

No, there is no such option in TD.

But you can always use CALCS.exe (a ResourceKit tool) to set up the permission during FBA.
