Setting screensaver as default for all users on device

I am attempting to setup a screensaver that will be the
default for all users logging onto a specific device. The
screensaver appears to be moving from user to user on this
device, but does not keep the same time limit for when it
should kick-on. Any ideas?
 
If Pro edition XP, GPEDIT.MSC will set a Policy for the screensaver.
