Setting rule for multiple users

Is there a way to create a rule for multiple users at once? Can a rule be
scripted so I can push it out to the machines? I know the rule I need to
use, I just don't want to walk around to 250 machines to set it up!

What type of mail server do you use? Perhaps this is a rule best implemented
on the server rather than on each PC.
