setting page missing

a few days ago something took over ie from xye search.
now when i go to internet properties the page to change
the home page and clears cookies button are missing. i
reinstalled ie and windows and still have the same
problem. there is no program that i can see to install
anything. how do i fix this... i really don't want to have
to dump the hard drive for this little stupid problem...
