Setting File Associations

I cannot seem to set a file association up so that my .jpg files will open
using microsoft photo editor. I just want a quick way to view these files.
I have gone to control panel - folder options - file types and set up
photoeditor to open these files. What happens is that photo editor opens,
but the picture does not.
Any ideas,

using win 2k of course.
 
While in Explorer, right click on a file of the type in question, then
choose "Open With", "Choose Program", then choose and check the box for
"Always use this program....."
