Setting default for opening new windows: minimized vs. maximized

Sometimes when I open a new window, it is small. Other times it is
maximized. Why is this? Is there a way I can choose to have all new windows
open maximized (or minimized/small)? Thank you.

It uses the applications last saved window size.

The application/program must support saving the last window size. Not all of
them have that ability.
