Setting default configuration for all users

First of all, let me apologize. This has probably been asked a thousand
times and there's probably a KB article on it somewhere, though I wasn't able
to find it.

How do you set up the default settings on an XP system to ensure that all
users that log in have the same desktop, office settings, etc.?
