setting a hyperlink

i have composed a web page that is to act as a Directory to other pages. the
directory page has photos with a title text.

The page to which the hyperkink should go to is a completed webpage with
..htm extension.

I have selected the photo on the Directory Page so it is surrounded by the
little squares, I then clicked on the "Insert Hyperlink" icon. The folder
with the destination .htm file is displayed and I have selected the
appropriate file.

I have done the same with the title text.

When hovering over the photo or the title with the curser it says "Use
click+click to follow a hyperlink". When I double-click a dialog box "Format
Picture" comes up.

I've tried the same procedure with another photo on the Directory Page
intended to link to another .htm extension with the same results.

Suggestions on what to fix and how to fix it would be appreciated.

What is broken? What you have described is exactly what should
happen, except you have misread the instruction.
If you intend to open the page being linked to, read and then follow
the instruction you were given - "Use Ctrl+click to follow a
hyperlink" That is Control + click, not click+click.

You nee to preview the page in your browser.
Click File > Preview in Browser, or simply hit the F12 key.
