Set Up of Upgrade from Home to Pro Error

I'm receiving the following error message during the
installation upgrade from XP Home to XP Pro and the
installation continues to restart and loop to that spot
over and over. Computer will not start normally and will
not start in SAFE MODE because the set up wants to cycle
and complete. The following error is in the setup log:

SXS.DLL Syntex error in manifest or policy file "D:\I386
\asms\1000\MSFT\Windows\GDIPLUS.MAN" on line 4

Please advise
