SXS.DLL: syntax error in manifest or policy file

Im trying to do a fresh install of Windows XP on a
machine that Ive previously had XP installed on. However
now when I try to install it on a clean hardrive Im
getting fatal error

SXS.DLL: syntax error in manifest or policy file "c:\I386
\asms\1000\msft\windows\gdiplus\gdiplus.man" on line 4

I've read the problem being resolved by everything from
bad memory, replacing the cdrom and a corrupt gdiplus.man
file.

Does anyone know?

"Manifest Parse Error" is indicative of a bad CD. Use the
original Windows XP installation CD. If you are using it,
then request a replacement.
