Set up network without internet connection?

I would like to connect my wife's laptop to my PC just to share printer &
files? To set up this kind of network do I need to connect to the Internet
to do so?

Nope. The easiest way is via crossover cable doing a P2P-style LAN and then
not using ICS (internet connection sharing.) If you won't want wires then
you can simply get to 802.11g cards (low price) and do a peer-to-peer
network. The process is basically the same for wired or wireless.
