set up error, failed to load resources from resource file

from the contact manager, i click on the folder for accounts and then in the
account window, i try to enter data but when clicking in the window, as it
tries to bring up the fields for the account info, i get this set up error
message-- "failed to load resources from the resource file, please check your
set up"
i am able to access the business contacts and history.
went to about outlook... there is nothing disabled???
help ???

Hi Henry

Try doing a repair of Office from add / remove program and see if it resolve
the issue.Would appreciate if you could send a screen shot to
