How do I correct "failed to load resources" message?

I just installed business contact manager for outlook. When I try to add a
new account the template comes up and then an error message appears As
follows:
SETUP ERROR
Failed to load resources from resource file. Please check your setup.

When I close the message Outlook shuts down.

In fact, if you put in 'Failed to Load' as the search string, you will get
your message and this message.
