Set up email account outlook express

New computer. Worked fine on Windows XP on old computer. Now have Windows
Vista. Set up Hotmail, Gmail and US Army email account and all give the same
error message:"Sending error (0x800CCC33): Unknown Error. Used send/receive
from within Outlook. Access to the account was denied. Verify
username/password are correct." Username and password are correct. I can
access from IE. What is my problem? I have the 2002 version of Outlook
Express but have purchased Outlook 2007 (waiting for it to arrive). Am I
going to have the same problem? Outlook has not worked on my new computer
almost 30 days now. Please help me!!!!!
