How do I get a new email account with the windows mail program, and it will
not accept my hotmail account?
 
You don't "get a new email account" with Windows Mail.
Windows Mail can access existing POP and IMAP email accounts.

If you don't have access to the Hotmail POP3 servers, then you'll have to
use the newer Windows Live Mail.
Or wait until next month, when the Hotmail POP servers are available to more
folks, including those in the USA.
