set no. of digits to value

How can I set required no. of digits to a value in excel.
At any point of time the given/arrived value is always
displayed in desired digits. for eg."001" to "999"
or "0001" or "9999"
 
Format>>Cells>>Number>>Custom

then write in type 000 or 0000 whichever you like.
