(?) Set default font and font size in comments?

How do I change and set the default font and font size for comments?

The default of Tahoma 8 Bold is too small to see clearly,
I want Tahoma 12 Normal.

From Debra Dalgleish..............

You can change the font size of new comments by changing the Windows OS
appearance settings.

(Instructions for Windows XP)

Right-click on the desktop, and choose Properties
On the Appearance tab, click Advanced.
From the Item dropdown, choose Tooltip
Choose a font Size, click OK, click OK

Note: this will affect all applications and Windows appearance.
