services.msc all disabled

My kids computer had 12 virus.
After Norton got em all, still many items would not work.
i.e. the sound card would not produce.
Later I checked services.msc and found ALL items have been disabled.
If I change one to manual or auto, later it goes back to diasabled.
WHY?
Can I select numerous entries and set them to manual or auto as required?

No. It is an order of operation. As you will get 1068 dependency error
messages. To do this manually, it is trial and error for your first and
second time, sad to say. But it does eventually get done.

Note: If you have another system running in the house that has a similar
setup, export the services key and then modify it. Either way, takes a bit
of time.

Added info:

I have one system here that does it and one only. That said without the use
of Norton, but from two infected files. If you have saved the log, would
you mind emailing it to me?

Themes is generally the very first to go. I have created a regedit, but it
won't do you much good as it is system specific. However, not too far off
of default. I have to run it each and every time, I run the three cleaners
that I use on my young teens system.

Once you get your services straight, go to Start/Run/Regedit and navigate to
this key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services

Once there, export it, send it to the Desktop and name it
servicesrestore.reg (or something similar). The next time you clean your
system, double click the .reg you just created and saved. From there, click
yes for the first pop-up.

The second one will read: Cannot import C:\Documents and
Settings\<username>\Desktop\servicesrestore.reg: Not all data was
successfully written to the registry. Some keys are open by the system
or other processes.

Click, Ok. Once done, reboot. All is well. At times hitting F5 is all
that is needed for most services. However, a clean boot is better. Good
