services.msc all are disabled, help

My kids computer had 12 virus.
After Norton got em all, still many items would not work.
i.e. the sound card would not produce.
Later I checked services.msc and found ALL items have been disabled.
If I change one to manual or auto, later it goes back to diasabled.
WHY?
Can I select numerous entries and set them to manual or auto as required?

Scott, if all of your services have been disabled I doubt that Norton
got them all.

Cleaning a virus removes infected files. It cannot repair "residual"
damage. After a virus is removed, it may be necessary to repair or even
completely reinstall the operating system.

I'm inclined to agree with the other response, that there may still be an
active intrusion on the system, because your change in settings is not
persisting.
