Services failing to start.

I have a web server that has been running perfectly fine for over 2 years
now. This is on a Win2000 server sp3.

However, this morning IIS, FTP, SMTP, Task Scheduler have all stopped and
refuse to start.

The message logged in the System Event Log is:
The World Wide Web Publishing Service service terminated with the
following error:
Not enough storage is available to complete this operation.

(identical for FTP, SMPT, Task Scheduler too).

Any suggestions would be most welcomed!

The problem is often fixed by applying the latest service pack
Sometimes it is caused by NAV or IBM AV:

You haven't by any chance PowerChute 6.x UPS software (APC) installed
on the computer?

If so, upgrade it to v7 or uninstall it and see if that helps.


PowerChute 6.x cases a lot of issues, much more than what is described

This is how you can disable the PowerChute service if you are unable to
uninstall it:

Start Regedit.exe

Locate the key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\APCPBESERVER
Set the "Start" value to 4 (means disabled)

Locate the key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\APCPBEAGENT
Set the "Start" value to 4 (means disabled)

Reboot the computer.

Not installed. Thanks though

I have now managed to get it working (though not sure how exactly).

Before, when I chose to "restart" IIS, it errored. However, I selected one
(of the many) web sites and attempted to start just that one....the end
result was that they all started.

Once IIS was up, the other services appeared to follow.

Symptom cured....but the problem no doubt remains.
